Future cab Hamburg's cab fleet completes the drive turnaround

Project period: 04/2021 – 12/2025

From January 1, 2025, only locally emission-free cabs may be put into operation in Hamburg by law. As a result, Hamburg already occupies the top position in Germany with 700 fully electric cabs. The "Future Taxi" project is supporting the industry with a series of accompanying measures for the drive transition.

In December 2023, the Hamburg Parliament passed the Climate Protection Reinforcement Act. The resulting amendment to the Hamburg Climate Protection Act (HmbKliSchG) has far-reaching implications for Hamburg’s taxi industry. Pursuant to Section 29a on zero-emission passenger transport, as of January 1, 2025, a taxi may only be put into service in Hamburg if it is a locally zero-emission vehicle. This regulation applies only to accessible taxis and large-capacity taxis with at least eight seats starting January 1, 2027.

With 700 electric taxis currently in service (about a quarter of Hamburg’s total taxi fleet), this politically agreed-upon goal has already led to a nationwide leading electrification rate in the taxi industry, but at the same time poses major challenges for the sector. Above all, increased vehicle costs and the availability of charging infrastructure have been identified as key factors for the successful electrification of the taxi fleet.

As part of the “Zukunftstaxi” project, initiated by the Authority for Transport and Mobility Transition (BVM), a series of measures are therefore being coordinated to support the Hamburg taxi industry in the transition to electric propulsion. Among other things, a subsidy program has been established which, in its current third phase, subsidizes the operation of an e-taxi with up to €5,000 per vehicle or, in the case of e-inclusion taxis, with up to €22,500 per vehicle. In addition, up to 80 exclusive taxi fast-charging stations will be installed throughout the city, designed to ensure the optimal integration of charging processes into operational workflows. The project is complemented by accompanying communication initiatives and regular dialogue forums with the industry.

hysolutions supports BVM in the coordinated development of the exclusive taxi charging infrastructure by forecasting the industry’s charging needs for the target year 2030 and distributing them across Hamburg’s urban regions according to demand. Furthermore, hysolutions is actively involved in acquiring new location partners and facilitating the selection of operators for the charging infrastructure.
